Procedure Change Proposal

Wholesale Electricity Market Rules – Clause 2.10

Date of Notice: 26 August 2024

Matter under Consultation

AEMO is required to update the Procedure to outline the approach AEMO will take when it is impossible to simultaneously satisfy all requirements during the solve of a Facility Dispatch Scenario, including how AEMO will adjust a NAQ Result where this has resulted in a NAQ Result below the NAQ Floor. These updates are made in accordance with the requirements under the WEM Rules where a NAQ Result cannot be below the NAQ Floor.

Updates are also being made to the Network Access Quantity Model process to include a minimum and maximum number of Facility Dispatch Scenarios that may be run in order to calculate the 5th percentile for the purposes of determining the NAQ Result. AEMO has also amended the Procedure to include the process it will follow in the event that the Network Access Quantity Model does not achieve convergence when calculating the 5th percentile. AEMO believe this is unlikely to occur, but is possible and is not something that is contemplated under revision 1 of the Procedure.
