Wholesale Electricity Market Rules – Clause 2.10

Matter under Consultation

AEMO has initiated this Procedure Change Proposal for a new WEM Procedure: Reliability Standard Implementation following amendments to the WEM Rules, which included the deletion and replacement of clauses 3.3.1, 3.3.2 and 3.3.3 of the WEM Rules, arising from Wholesale Electricity Market Amendment (Tranches 2 and 3 Amendments) Rules 2020, Schedule C.

The Amending Rules, which commenced on 1 October 2023, requires a (new) Procedure under clause 3.3.2 of the WEM Rules for AEMO to set out the process it will follow to assess reliability to facilitate the operation of the South West Interconnected System (SWIS) in a Reliable Operating State.

The Procedure informs AEMO’s reasonable expectation (under clause 3.3.1 of the WEM Rules) on whether the SWIS is in a Reliable Operating State, and facilitates AEMO’s assessment of risks to Power System Adequacy and actions to mitigate any risks (under clause 3.3.3(c) of the WEM Rules).

As part of undertaking the reliability assessment, the Procedure:

  • specifies the ‘planning criteria’ to be used in the various planning horizons to inform assessments of risks to adequacy;
  • identifies the power system conditions and other factors to be taken into consideration as part of the risk assessment;
  • sets-out the matters AEMO will take into account when assessing risks to adequacy as part of Outage assessment and approval; and
  •  specifies what matters AEMO must, and must not, include when measuring Unserved Energy.

AEMO is seeking comment and feedback on:

  • The proposed drafting for the Procedure, specifically how well the proposed drafting reflects the intent of clause 3.3.2 of the WEM Rules (which is the Head of Power), and relatedly, clauses 3.3.1 and 3.3.3 of the WEM Rules.
  • Whether there are likely to be any unintended issues stemming from the proposed drafting of the Procedure.
  • Any other matters of relevance to the responder.

Invitation to Make Submissions

AEMO invites written submissions on this Procedure Change Proposal, including any alternative or additional proposals you consider may improve the procedure/s or better meet the Wholesale Market Objectives in section 122(2) of the Electricity Industry Act 2004 (and clause 1.2.1 of the WEM Rules).

Please identify any parts of your submission that you wish to remain confidential, and explain why. AEMO may still publish that information if it does not consider it to be confidential, but will consult with you before doing so.

Meetings

Before the closing date for submissions, you may request a meeting with AEMO to discuss the issues and proposed changes raised in the Procedure Change Proposal, stating why you consider a meeting is necessary or desirable.

If appropriate, meetings may be held jointly with other stakeholders. Subject to confidentiality restrictions, AEMO will generally make details of matters discussed at a meeting available to other stakeholders, and may publish those details.

Submissions in response to this Procedure Change Proposal should be sent by email to WA.Marketdevelopment@aemo.com.au, to reach AEMO by 5.00 pm (AWST) on 22 November 2024.

AEMO is not obliged to consider submissions received after the closing date and time. Any late submissions should explain the reason for delay and the detriment to you if AEMO does not consider your submission.

 All submissions will be published on AEMO’s website. Confidential information will not be published, other than as specified above.
