If any additional changes are required to any of the 7 November 2022 versions during the Consultation, then the associated 30 May 2023 versions will be duly reflected.
AEMO proposes to publish the draft determination and procedures on the Consumer Data Right (CDR) MSATS Consultation (Draft Report) in two parts. This separation is being done to allow as much time as possible for Participants to prepare for the Minor Changes being proposed from 7 November 2022 and to allow for AEMO to consider and evaluate the number of complex issues associated to CDR.
Draft Report Part 1 – Other Matters – Various Minor Changes
On Friday 29 July 2022, AEMO will publish the Draft Report in respect of the various minor changes in the Other Matters section of the Issues Paper (Draft Report Part 1).
AEMO has considered and evaluated the relevant submissions and feedback that AEMO has received from stakeholders on the various minor changes, subsequent to AEMO’s publication of the Issues Paper.
Draft Report Part 2 – CDR MSATS Proposal
AEMO is extending the date for publication of the Draft Report in respect of the CDR Change Proposal (Draft Report Part 2).
The extension is required for AEMO to consider and evaluate the number of complex issues which have arisen from the submissions and feedback that AEMO has received from stakeholders, subsequent to AEMO’s publication of the Issues Paper on Wednesday 27 April 2022.
In particular, a number of the issues will be further explored in the upcoming third workshop on Wednesday, July 27 which will be facilitated by the Data Standards Body (DSB) of the Australian Federal Treasury.
AEMO will inform stakeholders as soon as possible of the extended publication date of the Draft Report Part 2, given the need to explore these complex issues.
The Draft Report Publication Date as adjusted is Friday 29 July 2022. AEMO will inform all Consulted Persons as soon as possible of the consequentially-adjusted indicative due date of submissions on the Draft Report and publication date of the Final Report.
The Draft Report Publication Date is adjusted due to the number and complexity of the issues raised in the submissions in response to the Issues Paper.

On 26 November 2017, the Australian Government introduced the Consumer Data Rights (CDR) to:
- Give consumers greater access to and control over their data.
- Improve consumers’ ability to compare and switch between products and services.
- Encourage competition between service providers, leading to better prices for customers, as well as more innovative products and services.
The CDR reform is being led by the Federal Treasury and supported by the Australian Competition and Consumer Commission.
Conceptionally, the CDR model in energy is to facilitate the authorised transfer of an authenticated consumer’s data from a Data Holder to an Accredited Data Recipient (ADR).
AEMO has prepared an Issues Paper facilitate informed discussion and seek input from interested parties on the delivery of proposed changes to enable Consumer Data Right (CDR) in the National Electricity Market (NEM).
Submissions on the Issues Paper should be forwarded to AEMO by 5.00 pm (Melbourne time) on Thursday 2 June 2022.
