The publication of this Final Report and Determination concludes AEMO’s consultation on amendments to various Retail Electricity Market Procedures in regard to Metering Installation Exemption Automation.

Metering Installation Exemption Automation Consultation Feedback Outcome
AEMO would like to thank stakeholders who provided their feedback on the preferred effective date and B2M XML Schema implementation option supporting the Metering Installation Exemption Automation Consultation. AEMO received 14 responses, most of whom supporting a deferral of the effective date to early March 24, and a full schema update to version r44 (Option 2).

Taking into consideration participant feedback from draft determination submissions and around the schema change discussion, AEMO has determined the following:
The effective date of the metering installation exemption automation will be deferred to early March 2024.
A full B2M XML Schema update to version r44 will be implemented.
This decision, including exact dates, will be confirmed in the Final Determination of the metering installation exemption automation consultation, expected to be published by 27 September 2023.
Importantly, AEMO is still committed to releasing the MSATS Portal and API functionality for the metering installation exemption automation into the preproduction environment in early October 2023. However, the B2M XML Schema version update (r44) will need to be released into preproduction later in the year, noting that the ASWG approval process is currently underway.

AEMO held an industry workshop on Friday 18 August 2023 to engage industry on feedback received to its Draft Determination for the Metering Installation Exemption Automation Consultation, and to discuss implementation considerations.

As a result of the Metering Installation Exemption Automation workshop for Metering Coordinators held on Monday 17 April 2023, a few changes have been identified and recommended for the Metering Installation Exemption Guideline.
AEMO has made those changes and is publishing a new version of the guideline (clean and change marked) below. Participants can provide feedback on those new changes in the participant response template published in the initial consultation.
