AEMO has completed consultation on the Network Support and Control Ancillary Services (NSCAS) Description and Quantity Procedure, consistent with the requirements in clause 5.20.2 and the Rules consultation process in rule 8.9 of the National Electricity Rules (NER).
Background
Network Support and Control Ancillary Services (NSCAS) are non-market ancillary services that may be delivered to maintain power system security and reliability of supply of the transmission network, or to maintain or increase the power transfer capability of the transmission network
In September 2020, AEMO published its updated NSCAS description and quantity procedure in order to allow NSCAS reviews to appropriately respond to the challenges introduced by the energy transition.
After applying the updated description and quantity procedure for the delivery of the 2020 NSCAS review, AEMO found that some traditional network planning assumptions may no longer be fit for purpose in the context of declining minimum demand.
AEMO considered that there was a need to consult on changing the existing assumption regarding line switching for voltage management in the current NSCAS description and quantity procedure.
AEMO’s consultation process has now been completed and has resulted in an updated NSCAS description and quantity procedure. The Draft and Final reports summaries feedback received from stakeholders, and AEMO’s response to the feedback.
