Powerlink has recently published a ‘Project Specification Consultation Report’ (PSCR) to address the secondary systems condition risks at Palmwoods Substation.
Located in the Sunshine Coast hinterland, Palmwoods Substation is part of Powerlink's 275kV transmission network between generators and the main South East Queensland load centre and is also a major injection point into the Ergon Energy distribution network. Several secondary systems at Palmwoods Substation are nearing the end of technical service life and are facing obsolescence with manufacturer support and spares no longer available.
The proposed preferred option that is considered to satisfy the Regulatory Investment Test for Transmission (RIT-T) involves replacing all secondary systems at Palmwoods Substation with new secondary systems using a modular prefabricated building by July 2021.
The estimated capital cost of the proposed preferred option is $7.3 million in 2017/18 prices.
In accordance with the requirements of the Rules, a summary of the PSCR (210 KB, pdf) is available here on the AEMO website. A copy of the ‘Project Specification Consultation Report’ can be obtained from the Powerlink website on the RIT-T Consultations page or by emailing networkassessments@powerlink.com.au.
Submissions on the PSCR are required by the closing date of 16 November 2018.
