System Restart Ancillary Services (SRAS) Guideline

AEMO has now concluded its 2020 consultation process on amendments to the SRAS Guideline, also incorporating the boundaries of electrical sub-networks.
This consultation was conducted under clauses 11.123.2, 3.11.7(f) and 3.11.8 of the National Electricity Rules (NER), in accordance with the Rules consultation requirements detailed in rule 8.9 of the NER.
SRAS Guideline
On 2 April 2020 the AEMC made the National Electricity Amendment (System restart services, standards and testing) Rule, with the substantive amendments commencing on 2 November 2020. Transitional rules require AEMO to review and amend the SRAS Guideline, and the Reliability Panel to review and amend the system restart standard (SRS).
The NER amendments required additional matters to be included in the SRAS Guideline, as described below.
SRAS definition: The NER amendments expand the definition of SRAS as follows:
- black start capability broadened from generating units to include other types of facilities or a combination of facilities.
- to include capabilities to support and sustain the stable energisation of generation and transmission (restoration support).
System restart tests:
The NER amendments introduce a new framework for broader testing of system restart paths beyond the delivery of SRAS to the network. To support this framework, the rules require the SRAS Guideline to include guidance on when system restart tests may be needed, and the data that AEMO needs from registered participants whose facilities are involved in those tests.
SRAS procurement objective:
The NER amendments update the SRAS Procurement Objective to require AEMO to acquire SRAS to meet the system restart standard at the lowest long-term cost. The SRAS Guideline must include guidance on how AEMO will achieve this objective.
Boundaries of electrical sub-networks
The SRAS Guideline incorporates AEMO’s determination of the boundaries of electrical sub-networks for which SRAS is procured, under clause 3.11.8 of the NER.

Note that AEMO expects to make administrative changes to the Guideline following the final determination of the Reliability Panel on the System Restart Standard (SRS) for the Queensland region. The purposes of these changes will be to align the Guideline with the revised SRS. They are not expected to require further consultation under the NER.
