Transition Planning

The Transition Plan for System Security is an annual report focussed on maintaining power system security as the National Electricity Market (NEM) transitions towards lower emissions.

As a new obligation under the National Electricity Rules, this initiative supports AEMO’s existing system security obligations alongside those of transmission network service providers and market participants.

The Transition Plan complements AEMO’s annual System Security reports for Inertia, System Strength, and Network Support and Control Ancillary Services, as well as AEMO’s Engineering Roadmap program. AEMO considers the need for any power system security and reliability services in the NEM over the coming five to ten years as part of its obligations to assess system strength requirements, inertia requirements, and Network Support and Control Ancillary Services (NSCAS) needs. Further information can be found on the System Security Planning page.

The Transition Plan provides a structured approach for the energy sector to navigate key near term Transition Points – events that require material changes in the operational approach to managing power system security. It also outlines the work underway to define capabilities and progress understanding of achieving system security in a low-emissions power system. This includes consideration of the Transitional Services framework.

This first Transition Plan communicates AEMO’s approach to managing power system security over short-, medium- and longer-term horizons, noting that immediate actions are required for all horizons to support adequate preparation for the long-term energy transition.
